Sam Kwong received his BSc degree and MASc degree in electrical engineering from the State University of New York at Buffalo, USA and University of Waterloo, Canada, in 1983 and 1985 respectively. In 1996, he obtained his PhD from the University of Hagen, Germany. From 1985 to 1987, he was a diagnostic engineer with the Control Data Canada where he designed the diagnostic software to detect the manufacture faults of the VLSI chips in the Cyber 430 machine. He later joined the Bell Northern Research Canada as a Member of Scientific staff where he worked on both the DMS-100 voice network and the DPN-100 data network project. In 1990, he joined the City University of Hong Kong as a lecturer in the Department of Electronic Engineering. He is currently an Associate Professor in the department of computer Science. At present, Dr. Kwong is the associate editor for the Journal of Real-time Systems published by Springer and the Far East Journal of Experimental and Theoretical Artificial Intelligence. He was a guest editor for the IEEE Transactions on Industrial Electronics in 2004. He was the track chairman of IEEE ICIT 2008 and IEEE ICIT 2005. He served as a reviewer for many journals and international conferences. He also served on over 30 international conference committees in addition to chairing sessions in conferences. He is also the senior member of IEEE since 2004. Dr. Kwong co-authored three books, eight book chapters and over 150 journal papers and international conference papers. His current research interests include artificial and computational intelligence, optimization methods, video coding, speech recognition and genetic algorithms.

Milos Manic is a Computer Science Program Director at University of Idaho Idaho Falls and Director of Modern Heuristics Group, Idaho Falls.

He has over 15 years of academic and industrial experience, including an appointment at the ECE Dept. and Neuroscience program at University of Idaho Moscow. He led as Principal Investigator or University Collaborator a number of research grants with the Idaho National Laboratory, Dept. of Air Force, NSF, EPSCoR, and Hewlett-Packard, in the area of computational intelligence and its applications in intrusion detection, decision support systems, data mining, and reliability and performability analysis. He published over 55 refereed articles in international journals and conferences.

Dr. Manic was a NSF invited review panelist, NSERC invited technical reviewer, and Idaho National Laboratory LDRD external technical reviewer. He was also invited reviewer for IEEE Trans. On Fuzzy Systems, IEEE Trans. On Neural Networks, IEEE Trans. On Industrial Informatics , IJCA IASTED, J. of Intelligent and Fuzzy Systems, J. of Hydraulic Research, and for conferences (IEEE ICIEA 07/08, IECON’03/02/01).

He was invited to give a special invited talk “Computational Intelligence As Modern Heuristics”, at the 2nd IEEE Conference on Industrial Electronics and Applications ICIEA07, and has also given invited talks for Hewlett-Packard Technical Forums in the area of artificial neural networks and computational technologies. He is teaching graduate courses on topics such as Neural Network Design, Data Mining, Intelligent Control, and Reliability Modeling.

He is a Track Chair and TPC Member for IEEE ICIEA 2008, and Track Co-Chair for Computational Intelligence in Automation, ETFA 2008. He was a TC and TPC for ICIEA 2007, Session Chair at ISIE 2006, PCM at IEEE EPE-PEMC 2006, TPC Member at IEEE ICAS 2006, ICAS-ICNS'05.

He is a Senior IEEE Member, IEEE IES Web Page Associate Editor and IES WIC Committee Member. He is also Gold Chair and ExCom Member of IEEE Eastern Idaho Section. He is also a member of Idaho Academy of Science.

Dr Manic received his Ph.D. degree from University of Idaho Boise, Idaho, and M.S. and Dipl.Ing. from the Faculty of Electronic Engineering, University of Nis, Serbia.
